​Expanded Social Package (ESP) Registration​​
This rebate applies to homeowners & tenants of residential properties, South African Citizens who are unemployed or have limited income and can show that his or her monthly income falls within the limit determined by Council.

The individual must apply for the Expanded Social Package and re-register every six months with such proof as the Council may reasonably require to substantiate any entitlement to a rebate contemplated in this category. If the client does not re-register, he/she will not receive continued rebates.


The conditions are as follows:

(i)    Individuals must reside within the boundaries of the City of Joburg. Individual monthly income should not exceed R7 503.01

(ii)   Individuals must achieve a score on the City of Johannesburg Poverty Index as specified below. The extent of the rebate will depend on the applicant's score on the City of Johannesburg Poverty Index.

Please note that property rates rebates are granted on application, it is not automatic. 

Residential Threshold​
R300 000
People who are on Expanded social package (ESP) who are not pensioners, whose property value does not exceed R500 000 100% rates rebate

Pensioners of 70 years and above

Income levels are not considered.

100% rates rebate up to market value of R2 million (inclusive of the residential threshold value). Rates will be levied on the balance of the market value in excess of R2million.
Child Headed Households100% rates rebate up to market value of R1.5 million (inclusive of the residential threshold value).

  • Must be a South African Citizen
  • Must reside within the City of Johannesburg boundaries
  • Be unemployed or have a monthly income not exceeding R7 503.01 per month.

  • Identity document
  • Proof of income, proof of SASSA grant, bank statements for the last three (3) months (all bank accounts must be declared) or sworn affidavit confirming no bank account   or other source of income (any other source of income must be declared)
  • Proof of residence
  • City of Johannesburg Rates and Taxes Account
  • City Power Pre-Paid Meter Account Number
  • City Power Conventional Account Number
  • Eskom Prepaid Electricity Account Number/ Conventional Account Number Johannesburg Water Account/Pre-Paid Account Number (ITU/STS Number on the receipt)

Re-registration Process

  • The documents required for the re-registration process is the same as new registration
  • The ESP is a rebate and once your rebate is exhausted you are liable for additional consumption on metered services
  • The ESP does not write off debt on existing municipal services.
  • Individuals are encouraged to register on or before the 15th of the month to receive benefits in the next month or benefits will be applied in the subsequent month.

Important Information: 

  • ​All income must be declared. 
  • Clients will be requested to complete a declaration form. 
  • Incomplete applications will not be considered. 
  • Clients are responsible to update change in circumstances or information e.g. income, account number, etc.
  • Money received in the bank account which includes but is not limited to payouts from policies and investments are considered and may affect the application.
  • All applications will be subjected to a vetting process to determine eligibility.  The vetting services are linked to the Deeds Office, Credit Bureaus, Home Affairs, Companies And Intellectual Property Commission (CIPC), etc.  Disputes resulting from the sourced information must be directed to the Creditors, Credit Bureaus and or CIPC, etc.  (Monthly debt repayment/affordability may impact program participation including directorship in companies)
