The Environment and Infrastructure Services Department (EISD) and Johannesburg Metropolitan Police Department (JMPD) have joined forces toward ensuring the enforcement of the Water Services By-laws through the prevention of illegal borehole drilling activities within the City of Johannesburg (CoJ). 

A CoJ issued drilling certificate must be available on site. This is to ensure that borehole drilling is conducted lawfully and safely, as there may be hidden infrastructure that could be damaged or result in a sinkhole appearing. 

Importantly, any person found drilling without the required CoJ consent letter and drilling certificate granting approval shall be conducting an illegal activity and will have the drilling equipment impounded.​
