​Waste management within the City​
​The Directorate within the Environment and Infrastructure Service Department (EISD) is mandated to lead and direct the formulation of waste management plans and policies, licensing and regulation of waste service providers.

This includes budgeting and controlling of the licensing revenue, review and drafting amendments to the waste management by-laws, public awareness campaigns and collecting data for the Waste Information System. Over and above the policy and regulatory function, the Directorate also coordinates projects and programs between the department and MOEs (specifically Pikitup) on waste management.

Furthermore, the Directorate provides guidance on the implementation of appropriate strategies such as waste minimisation, recycling initiatives and relevant technologies. Where possible, facilitate regional planning, establishment and management of landfill sites, especially for regionally based general waste landfills. This is to ensure coordination of waste management strategies and initiatives in the Johannesburg City for a clean environment.

The Directorate also facilitate the management of waste aspects not falling within the mandate of PIKITUP, such as management of electronic waste and building rubble.

Waste Management Departmental Goals

The Waste Management and Regulation Directorate has established eight key goals to address the city's waste management challenges, as outlined in its Integrated Waste Management Plan (IWMP). These goals are:

  1. Waste Minimisation, Resource Recovery, and Promotion of Circular Economy
  2. Proper Disposal of Non-Recyclable Waste
  3. Planning, Performance Monitoring, and Evaluation
  4. Sustainable Waste Service Delivery
  5. Waste Information Systems
  6. Public Awareness and Participation
  7. Compliance and Enforcement
  8. Pollution Prevention and Ecological Protection

Additionally, the department emphasises waste disposal space security and the adoption of waste treatment technologies to ensure efficient and environmentally responsible waste management.

Waste Management Unit Functions
To support these goals, the Waste Management Unit focuses on the following functions:

  • Policy, Research and Planning: Formulate and implement waste management policies, conduct research and provide plans for Waste Management.
  • Compliance and Permitting: Conduct waste by-law compliance in and around the City and permitting Waste Management Activities operating in the City.
  • Waste Information Management and Reporting: Manage Waste Information by registering and permitting Waste Management Activities. Collect, analyse and report waste activities to the EISD business report, including risk management..
  • Oversight Management: provide oversight function to the Pikitup entity, through the Service Delivery Agreement. Conduct oversight inspection on the service delivery standards, housekeeping of City of Johannesburg infrastructure ( Landfill site, Buyback Centre
  • Strategic Project: Drive strategic projects, including waste-to-energy initiatives, biodigesters, and landfill gas management.
