MMC for Finance:


Dr Rabelani Dagada is an acclaimed academic, author and development economist who was born in Alexandra.  He holds master’s degrees from both the University of Johannesburg and Witwatersrand and a PhD in Information Systems from the University of South Africa. Cllr Dagada has extensive experience in the fields of telecommunications, information technology and education and serves on the board of a number of non-profit organisations. MMC for Corporate and Shared Services:


Dr Valencia Ntombi Khumalo was a lecturer in Somatology at the University of Johannesburg prior to her recent election to Council. She has been in the somatology industry for more than a decade, received a doctorate in Health Professions Education, published research papers in peer-reviewed journals and presented at local and international conventions.

MMC for Transport:


Ms Nonhlanhla Helen Makhuba was first elected to Parliament as a representative of the Inkatha Freedom Party in 2009. She served on the Portfolio Committee for Communications and as an alternate member on the committees for Health, Water and Environmental Affairs. She is a long-time resident of Soweto and holds a diploma in Financial Management and an advanced certificate in Credit Management.

MMC for Development Planning:


Cllr Richard Funzela Ngobeni has been active in politics from his youth as a member of the Congress of South African Students. He later joined the Democratic Alliance and was elected to the Joburg Council as a proportional representative in 2014. Cllr Ngobeni holds diplomas in Tourism Management and Public Relations.The resident of Cosmo City is well-known as a civic leader and community activist in Gauteng – especially within Ward 100. MMC for Housing:


Cllr Mzobanzi Ntuli is a former Gauteng Leader of the Inkatha Youth Brigade who served as Chief Whip of the Inkatha Freedom Party prior to his appointment to the Johannesburg Mayoral Committee. Cllr Ntuli completed a national certificate in Municipal Governance in 2009 and attended a course on public houses at Wits University. He has vast experience having served as a councillor in the City of Joburg since 2000.

MMC for Economic Development:


Cllr Leah Knott, MMC for the City’s Department of Economic Development, brings with her years of ward-based community-based activism, serving the citizens of Johannesburg with focus and dedication.

She is the Ward Councillor for Ward 97, an area which includes Ruimsig, Poortview, Wilgeheuwel, Honeydew and Radiokop. Over the past year she also served on the Section 79 Development Planning Committee.
MMC Knott holds a legal qualification and prior to becoming a councillor, worked in the property development planning industry. In her leisure time she enjoys her role as a Rand Central Football Coach (under SAFA Johannesburg) and at the ETS Football Club in Ruimsig.

Under MMC Knott’s leadership, the Department of Economic Development will be driving the implementation of the City’s growth and employment strategy – with the achievement of investment and job creation as key deliverables.

MMC for Health and Social Development:


Dr Mpho Phalatse is a medical doctor with vast experience in the health sector. A graduate of the Medical University of South Africa, she served as a general practitioner and Registrar: Public Health Medicine at the University of the Witwatersrand. Cllr Phalatse also holds an advanced diploma in Project Management and a diploma in the Evaluation of Permanent Impairment. Cllr Phalatse is in the process of completing her MMed in Public Health Medicine at the University of the Witwatersrand.

MMC for Community Development:


Cllr Nonhlanhla Sifumba studied Project Management at the Wits School of Governance. She also holds a diploma in Banking and Business and has obtained a number of certificates over the past two decades, including HIV/AIDS Counselling and Care, Community Participation in Health, and Financial Management. Cllr Sifumba has served as the Assistant Director at the Soweto HIV/AIDS Counsellor Association, a Research Executive at Quest Research Services and, most recently, as a PR councillor for Soweto West, Whip for Region D and DA Shadow MMC for Community Development since 2012.
