03/02/2017: River Park Clinic re-opens today after consensus was reached

I wish to apologise to the community of River Park for the disruption of services at the River Park clinic from Thursday 26 January 2017 – Thursday 02 February 2017.

An amicable resolution has been reached with the Community and the Political Leadership of River Park, following disrupted operations by a small group of community members leading to the ultimate closure of the clinic. This was the result of allegations that the City’s recruitment processes were flawed when recruiting for staff at the River Park Clinic. 

Numerous protests and allegations of flawed recruitment process by City officials at the River Park Clinic resulted in my meeting with the community representatives, Ward Councillor and Officials last week Friday.

The meeting, which was preceded by hostility by some of the members of a group that identified themselves as the community representatives, was followed by a list of demands that were to ultimately determine the fate of the continuation of clinic operations. The community representatives informed us that should we not accede to these demands, the majority of which were unlawful, the clinic would not open.

There was a follow up meeting on Wednesday, 01 February 2017, with the Ward and Area Councillors, together with the community representatives, and a consensus has been reached. The resolution is that the Community Health Worker’s will be recruited from the community, but people must still go through an interview process. It needs to be emphasized that in terms of the National Health Insurance principles the Ward Based Community Health Workers must reside in a ward where they will be working, as well as comply with the set criteria.

The advertisements are already on display at the River Park Clinic, and community members are welcome to apply. In my interaction with the community of River Park, I realised the dire need of employment and the importance of educating the community on the City’s recruitment processes and Council Policies in general.

As a result, some of the departmental plans includes hosting workshops together with Clinic Committees together with Health Promoters on such matters. We have already been working closely with communities in bringing them on board whenever developments such as the building of a clinic reach their area, and we commit to accelerating this function.

In conclusion, at no stage was any of the HR processes flouted.

The clinic has 25 consulting rooms and renders comprehensive Primary Health Care Services. It was built in 2015 and was handed over by JDA at the end of 2016. We look forward to officially launching the clinic later this month.
