City publishes user-friendly guide to buying and selling property in Joburg
The City's Revenue and Customer Relations Department has just published the first of a series of guides for citizens who are buying or selling property in the City.
According to the department's spokesperson Mandy Jean Woods the guide specifically outlines all aspects of the municipal requirements for property transactions.
"Buying and selling property is one of the biggest business deals most people will ever be involved in, and there are many elements to the process which require understanding to make this formal transaction run smoothly," she says.
"Many of our customer queries are as a result of not understanding one or the other aspect of the municipal requirements in regard to property transactions. In particular, it addresses the specific steps in the property transaction process required by the City, namely
Getting a Clearance Certificate (responsibility of the seller)
Opening a municipal account (responsibility of the buyer)
Closing a municipal account (responsibility of the seller)
"It also sets out how customers must show to apply for municipal services, including paying a deposit when buying and, when selling the requirements of the clearance and refund processes," says Woods.
Sample copies of the forms to be completed during these various processes are included for easy reference. "One of the main problems we experience is that customers often don't have all the information we require when doing one or the other of the transactions required for buying or selling property. We hope that by providing sample copies of the forms to be submitted, customers easily identify all information required when submitting the forms," she says.
The Property Handbook is available from the Revenue and Customer Relations Management Department at Thuso House, 61 Jorissen Street or by emailing deidreh@joburg.org.za. Copies of the brochure will also be placed in the City's People's Centres, at the Customer Service Centre at Thuso House, at Metro Centre and distributed to conveyancing attorneys and estate agents, among others.
