City to hold public meetings next week for sectional title property owners and managers


 

The City will be holding a series of special meetings next week aimed at advising the estimated 155 000 Sectional Title property owners in the City of the impact the implementation of the City's new General Valuation Roll and the new Rates Policy will have on them.

 
According to the City's Director Rates & Taxes Erika Naude the implementation of these will have a significant impact on bodies corporate as, according to the Municipal Property Rates Act (MPRA) of 2004, every sectional title property owner must now receive a separate rates account.

 
The new General Valuation Roll and the new Rates Policy will be finalised early next year and implemented from 1 July 2008.

 
According to Naude the meetings are targeting managing agents, chairpersons and trustees of bodies corporate as well as individual owners of Sectional Title properties.

 
The City's Director: Valuation Services Werner Sarvari and a representative from the City's Revenue Management Directorate will join Naude on the speaking platform at the meetings. "We will also have a speaker from the National Association of Sectional Title Managing Agents who will give further information on what bodies corporate will have to do to prepare for the implementation of the MPRA," she says. "We will also address issues like Clearance Certificates for sectional title properties and arrear debt on sectional title properties after July 2008."

 
Other key issues to be communicated at these meetings include issues regarding exclusive use rights and common property areas and postal addresses for Sectional Title property owners.

 
"The draft General Valuation Roll has been made available to the public for inspection and comment. Sectional Title property owners can also check the market value assigned to their properties. But we are not always able to determine the allocation of exclusive use rights and so we need managing agents or owners to forward this information to us," says Sarvari.

 
In the past, municipal service and rates accounts have been posted to the Bodies Corporate. So Council does not have postal addresses for individual owners within Sectional Title schemes. We require this information in order to be able to post individual owners their rates accounts from July 2008, says Naude.
