2009-01-27: Region F Foreign Nationals Information Sharing Session

REGION F intends to hold a information sharing sessions aiming to address issues of Inner City Regeneration with stakeholders residing and working within its jurisdiction.  These workshops will be conducted from January to June 2009.  The subsequent  session will be held on 31 January 2009.

Region F intends to communicate the resolution of the Inner City Regeneration Charter (pertaining to "By-law enforcement and education") to all its stakeholders including foreign nationals who live, work and play within its area of jurisdiction.  

The following issues will be tackled:

Overview of the Region;
City of Johannesburg by-laws and proposed street trading by-laws;
Town planning issues;
Environmental health issues;
Fire safety and other related issues;
And waste management, collection and disposal of waste issues.
The Inner City Regeneration Charter (page 8) states as follows, "Many people living in the Inner City are unaware of the by-laws".  

It further states (page 8): "Through a zero-tolerance approach to more effective law-enforcement, as well as education and creative mechanisms that make it easier for owners and residents to comply, the City aims to achieve a culture of compliance in the Inner City where infractions are an exception rather than the rule"

In order to achieve the above, it is necessary to identify the issue that sticks out as a sore thumb with regard to by-law contraventions and prioritise addressing it.  Day to day operations conducted mainly by Urban Inspectors indicate that there is a willful and witless neglect of by-laws pertaining to waste disposal.

Communication is not easily attainable among the Region's stakeholders as many are of foreign origin and do not fully understand everyday spoken South African languages.  

A number of education campaigns are already taking place mainly as door to door campaigns and one-on-ones. To further enhance the reception of the message, Stakeholder Management and Liaison will embark upon workshops to engage foreign nationals and their representative organizations.

These workshops are of an advantage to the foreign nationals. This exercise will also afford them an opportunity to interact with the Council's officials and voice their concerns to the relevant people.
