​2009-02-11: Acting chief of police in Johannesburg appointed

THE City of Johannesburg has appointed Director David Tembe as the Acting Chief of Police with immediate effect.

Mr Tembe has been with the Johannesburg Metropolitan Police Department (JMDP) since February 2004. He was appointed as Chief of Operations in July 2006. Prior to that, he was the Chief of Operations at the Emergency Management Services (EMS).

The Member of the Mayoral Committee (MMC) for Public Safety, Clr Thomas Phakathi, says "the city has the utmost confidence in Mr Tembe’s abilities" and expects him "to provide vital leadership to the JMPD during a turbulent period."

His appointment follows a decision by Chief of Police, Mr Chris Ngcobo, to stand down voluntarily while an external investigation allegations levelled against the JMPD is being conducted.

His qualifications are in the area of Management and Personal Development. He has been part of a team that won several public safety awards such as "Service Excellence Award" for reducing road fatalities in Johannesburg by 21% over the festive period in 2007; and again by 71% during the Easter period in 2008; as well as the "Crime Line Award" by a radio station for dealing effectively with crime in the City.

 Mr Phakathi says that JMPD officers who were on strike have returned to duty and that normal services have resumed at licensing and testing stations in Johannesburg.

"You may be aware that JMPD is busy analysing the size of driver's license appointments which were cancelled at various test stations because of the strike. Certain options would be considered including operating longer working hours and Saturdays. A public announcement will soon be made on this matter."he said.

 He also called on JMPD staff and members of the SA Municipal Workers' Union (SAMWU) to cooperate with the investigation conducted by a prominent legal firm.  "People who have evidence that supports the allegations of corruption in the JMPD should present it to the investigators."

"The JMPD continues to play a vital role in the city with crime prevention and by-law enforcement. This department is key to our preparations for the 2010 Soccer World Cup and in assisting motorists and commuters in a period of hectic road construction."

"We are confident that the JMPD, under the leadership of Mr Tembe and his senior officials will continue to provide quality service to the people of the City," says Clr Phakathi.

Having been entrusted with a responsibility to act as the Chief of Police  twice, Mr Tembe has demonstrated leadership and dedication. He has   extensive experience in the public safety.

Mr Tembe thanked the City of Johannesburg for having confidence in him by offering the opportunity to continue the task of ensuring that service delivery is rendered to residents. He appealed to his colleagues to join hands with him to meet all challenges ahead.
