2009-07-23: Registered voting forms required for Fordsburg City Improvement District

FORDSBURG property owners are urgently requested to complete their registered voting forms and return them to the offices of Central Johannesburg Partnership in order for the company to collect the required numbers of forms and petition the City of Johannesburg to establish a City Improvement District (CID) within the Fordsburg area. Property owners can fax the form to (011) 833 4061 or email a signed copy to Navi@cjp.co.za. 

The City of Johannesburg working with local councilors and a steering committee have made funds available to facilitate the establishment of the CID. Should the required 51% not be attained the CID cannot be established and the initiative will collapse.  It is in the interests of every property owner within the Fordsburg district to stand behind this opportunity to create a cohesive community to unify the interests of the whole area.

City Improvement Districts and managed precincts are the legislative framework through which private property owners have worked to create special places, protect and increase their property investments, increase rental values and turn around areas experiencing urban pressure. These are mechanisms that have been used globally and date back to the early 90s in South Africa.  

The goals of the Fordsburg City Improvement District are:

To maintain the CID area as a premier business and retail node – a safe, clean, attractive and user-friendly neighbourhood - by providing a range of enhanced management services.
To ensure the CID creates a cohesive and collaborative community in which each property owner can participate.
To facilitate public and private investment.
To promote the area.
To aggressively address negative perceptions of the area and enhance the positive factors which will encourage investment.
To promote and protect the heritage and culture of the Fordsburg area.
A CID is managed by a Section 21 Company which is established and governed in terms of the Companies Act. Each property owner will be a member of the Section 21 Company and vote to elect an independent board of directors, tenders will be sent out to service providers and a tender adjudication process will be followed to appoint service providers to the CID. Once the CID is legislated the CID levies are statutory and every property owner pays the levies.  These levies are deposited directly into the Section 21 Company, which is independently audited on an annual basis. Should you be unable to pay the CID levy, you can approach the CID.

Levies collected will pay for:

Dedicated CID Manager with operational support
Visible safety and security patrols working with CCTV city initiative
Dedicated supplementary cleaning team 
Establishment of Fordsburg heritage committee    
Implementation of basic marketing services and establishment of marketing committee 
Establishment of management forum
These services will not replace the services provided by the City. The CID will in fact liaise on a regular basis with the utility departments to ensure the public space within the Fordsburg CID is well managed and maintained. 

Many areas within the Inner City, such as Braamfontein, Newtown, Berea, Wynberg, Sandton and Rosebank, are clear examples of successful private sector intervention and engagements with the public sector.
