2010-10-26: Appointment of an acting managing director for City Power in Johannesburg   
  
The City of Johannesburg and the Board of City Power have appointed Mr Sicelo Xulu as the Acting Managing Director of City Power from 01 November 2010 to 30 September 2011. He takes the reigns following the resignation of Mr Silas Zimu.

In accordance with the provisions of the Municipal Financial Management Act (MFMA) its regulations and all the other government legislation, Mr Xulu will be the Accounting Officer of City Power with all the rights and obligations of an Accounting Officer.

His appointment has also been endorsed by a resolution of the Mayoral Committee on 04 March 2010 on the transitional arrangements with regard to the management of appointments of senior managers of the CoJ and its Municipal Owned Entities (MOEs) for the period 1 March 2010 to 30 September 2011. 

"The City of Johannesburg and the Board of Directors of City Power are pleased that Mr Xulu, currently the Director: Engineering Services, has accepted the offer to be the Acting Managing Director of City Power until 30 September 2010," says City Manager Mr Mavela Dlamini.

The City Power Board Chairperson Getty Simelani said Mr Xulu has vast experience in this business and given that he has been working with Mr Zimu in the past, this will ensure a smoother running of the business and ensure continuity.

Mr Xulu joined City Power on 01 October 2002 and held various positions in the company including; General Manager: Capital Execution (01/07/2004 – 30/06/2006); Acting Director: Engineering Services (01/07/2006 – 31/09/2008) and Director: Engineering Services (01/10/2008 – Present).

He has demonstrated strong leadership skills, financial acumen and has a highly successful track record managing City Power's capital programme. 

The City of Johannesburg and the Board of Directors of City Power have every confidence in Mr Xulu's ability to make a success of this opportunity.

Mr Dlamini has further invited staff and councilors to support and work with Mr Xulu as the municipality government enters the period of elections, proceeding to next winter and general transition in the city. "As service delivery pressure increase, every employee should do his/her very best to serve the people of our great city and Sicelo has promised to uphold his side of this undertaking".
