THE City of Johannesburg collection gap for the first quarter of 2011 (July to September) was R1, 4 billion.
This amount was clarified at the release of the 2010/2011 Annual Report following the media reports that the City's billing gap was R2, 1 billion.
The error was as a result of comparing billing covering the months of July, August and September 2011 to a collection covering the months of August and September 2011. The error was caused by the exclusion of the collection for October.
The collection rate for October was 81%; November and December were 105% and 109% respectively. This improvement was a result of the implementation of the City's "Revenue Step Change Roadmap" launched by the City Manager, Mr Trevor Fowler in November 2011.
The Revenue Step Change Roadmap is a timeline and milestone driven programme and the key focus areas are:
•Customer Relations Management ensuring that all interaction and interface with the customer are customer and citizen centric. A communication strategy and plan aligned to the Roadmap is being developed.
•Reviewing and implementation of interventions that will improve the data accuracy with regards to the management of the complete value chain. This will result in the improvement in the quality and quantity of the bill. The quality and quantity of the bill influences the quality and distribution of the statement.
•Development and implementation of a revenue collection strategy that will ensure the reduction in the collection shortfall.
