2012-03-15: Residents called to comment on more efficient use of road space

THE City of Johannesburg calls upon residents to make inputs into a draft Managed Lanes Policy. The intention of the policy is to effectively use existing road space differently by - introducing managed lanes of various kinds to reduce congestion and promote public transport. 

The City's Growth and Development Strategy for 2040 identifies the need to reduce traffic congestion and its impact on the City's residents and competitiveness. It identifies that we need a future where public transport, walking and cycling are the modes of choice.

A recently published IBM commuter pain survey index, revealed that residents were increasingly concerned about long commute times and the impact on quality of life. Internationally, more and more countries are introducing managed lanes to encourage more efficient use of road space and measures to address congestion.

The policy document sets out short, medium and long term measures to be introduced in the City of Johannesburg. It indicates that a system level assessment should be made of the area experiencing congestion to determine the feasibility of managed lanes on the system as a whole or portion of the system.

As part of a public participation process, the information statement on the call for public comments and inputs was published in different newspapers on February 23 and was followed by an information session which was held on 02 March 2012. Members of the public have until 02 April to make inputs, comments, objections and representations.

The policy identifies that managed lanes can be used to fulfill a number of City and mobility objectives including:
-    Increasing average travel speeds and decrease delays in travel
-    Increase access to major activity centers
-    Increase system efficiency
-    Improve public transport on-time performance and reliability
-    Improve air quality and decrease green house gas emissions associated with traffic congestion.
 
The proposed managed lane policy can be downloaded from the city's website www.joburg.org.za or the Johannesburg Roads Agency (JRA) website on www.jra.org.za.

Residents are encouraged to share their thoughts to help develop better use of road space.
