15/08/2017: A Re Sebetseng: City to enforce stronger by-laws
Yesterday, as I officially launched the City’s A Re Sebetseng monthly clean-up campaign in Yeoville. During the clean-up of Yeoville, I was struck by the amount of illegal advertising, dumping and drilling that was taking place in the area.
It is clear that if we are going to make the revitalisation of the inner City a success story, we need much stronger by-law enforcement.
The City has, in an effort to clean our City and clamp down on illegal dumping, allocated R2.4 billion to Pikitup for the 2017/18 financial year. A further R50 million is also included within the budget to continue Pikitup’s third cleaning shift within the inner city.
However, we cannot solely rely on the services of Pikitup to keep our City clean. We all have a responsibility to keep our environment clean and to respect the rule of law.
In the past, lawlessness was allowed to thrive in Johannesburg. Since taking office, I have taken the firm stance that illegality, in any form, will not be tolerated.
We have allocated R131 million towards increasing JMPD visibility and the recruitment of an additional 1500 JMPD officers. I have requested that MMC for Public Safety, Cllr Michael Sun, ensures that these additional officers who will soon join the City, be actively involved with by-law enforcement.
The enforcement of by-laws will also be made possible through the revival of our municipal courts.
I am happy to announce that the City’s newly appointed Head of Group Legal, Mr Mafoane Isaac Mogashoa, who begins his term in office today, will be tasked with spearheading efforts to ensure that the City’s municipal courts effectively and efficiently address cases related to municipal by-law infringements, infringements of other legislation administered by the City and traffic offences.
If we are to turn Johannesburg into a working city, we must take ownership of our environment and respect the rule of law.
I implore residents to work with us going forward, and to take a stand against illegal practices, so that together we can live in a City we are proud of.
