25/08/2017: City employee and accomplice arrested for soliciting a bribe
On 24 August 2017, 51-year old Solomon Mlambo, a Supply Chain Management Unit (SCMU) Stakeholder Manager in the City of Joburg, and his accomplice Rachel Phasha, a member of the public, were arrested for soliciting a bribe of R32 000 from a service provider.
The pair have were charged with fraud and corruption, and appeared in the Hillbrow Magistrate’s Court before being released on bail.
An investigation conducted by the City’s Group Forensic and Investigation Services (GFIS) department in June this year, revealed that Mlambo approached a certain service provider and promised them a subcontracting job within the City, provided they paid R20 000. The R20 000 was then paid in cash to Mlambo.
It is alleged that Mlambo then requested a further R12 000 for a safety file before the subcontracting job could be awarded to them. Mlambo subsequently introduced the service provider to Phasha, whom he alleged was offering training for the safety file. The R12 000 was then paid into Phasha’s company bank account.
The workshop for the safety file was conducted, but the service provider was never appointed for any jobs in the City.
This shameless abuse of power and resources by officials will not be tolerated. We will also ensure that business owners involved in corrupt activities are also held to account and face the full might of the law.
We cannot sit idly by while corrupt officials pocket money meant for the residents of our City. We are already making great progress in delivering services and bringing change to the City of Joburg, and we will not allow corruption to disrupt our momentum.
Corruption has no place in this administration and we will work tirelessly, and in collaboration with institutions such as the Hawks, SAPS and all other institutions within the criminal justice system to ensure that the residents of Joburg continue to receive the quality services they deserve.
