It gives me great pleasure to announce the appointment of Ms. Celiwe Mtebula as Acting Building Control Officer (BCO), as resolved by Council on Thursday, 17 May 2018.
Ms. Mtebula’s appointment comes as investigations are being conducted into the BCO, who was suspended last month and faces various serious allegations of misconduct.
I would like to take this opportunity to thank the members of Council for applying their minds throughout the challenging process, and allowing the appointment to go ahead.
I would further like to thank the Group Corporate and Shared Services, under the leadership of Dr Ntombi Khumalo, for the efficient and professional manner in which they compiled and tabled the report for Council.
Following the suspension of the BCO, the Building Development Management Directorate within the Department of Development Planning continued to receive and assess building applications, to prevent any backlogs for applications once this appointment was made.
The Department has, therefore, challenged itself to finalise the approvals of all building plans in the system that may be in backlog by the end of May 2018.
I have confidence that Ms. Mtebula will hold the BCO fort effectively, as she has served the City with pride and commitment in her position as Assistant Director in National Building Regulations for the past three years.
