The City of Johannesburg would like to provide residents with an update on our General Valuation 2018 process and the status of pensioner rebates.
Earlier this year, the City unveiled its 2018 General Valuation Roll, over a period of 45 days beginning 20 February – 6 April 2018. During this period, all property owners and interested parties were invited to inspect and, where necessary, object to property details as contained in the new Valuation Roll.
Member of the Mayoral Committee for Finance, Cllr Funzela Ngobeni stated that, “Objections made by residents are currently being considered by the Municipal Valuer in terms of Section 51 of the Municipal Property Rates Act 6 of 2004. We are working diligently to ensure that we respond to all objectors and owners timeously”.
A total of 50,595 objections were lodged during the inspection and objection period.
“Admittedly, the General Valuation 2018 process was not without its challenges, for this we would like to apologise to our residents. We continuously work towards improving our systems in order to provide customer centric service that the residents of Johannesburg deserve,” added Cllr Ngobeni.
The objections will be finalised by February 2019.
The City will ensure no credit management processes will be initiated against objectors, provided that the accounts were not in arrears as at 30th of June 2018. Residents who have lodged objections must continue to make payments on their rates accounts, as prescribes by the law.
Where an objection to the new property valuation is declined, any outstanding rates on the property arising from the valuation will become due and payable immediately.
In the instances where an objection is approved, the relevant account will be adjusted accordingly.
All properties categorised agricultural residential are advised to apply for a rebate, currently set at 10% of the property value.
The City offers residents a number of rebates which are outlined within our Rates Policy. Should you qualify, applications forms can be downloaded from the City’s website, www.joburg.org.za or collected from any Customer Service Centres.
In addition to this, we would like to advise all our pensioners that their previous rebates came to an end on 30 June 2018 (being the end of the 2013 General Valuation Roll). All qualifying pensioners are urged to submit new applications for the period starting 1 July 2018 (being the beginning of the 2018 General Valuation Roll).
Pensioners must reapply to qualify for the rebate by filling in a form available at any of our Customer Service Centre or download from the City’s website.

• The City’s website (www.joburg.org.za), or
• It can be e-mailed to you upon you providing your e-mail address.

• E-mailed to: rebates@joburg.org.za, or
• Mailed to: Rates & Taxes (Rebates), P.O. Box 5000, Johannesburg, 2000
The form should then be submitted along with the following documentation:
• Certified copy of you South African ID;
• Certified copy of your pension card;
• Proof of income / bank statement; and
• Certified application form by Commissioner of Oaths.
To qualify for a pensioner's rebate:
• Property owners must be 60 years of age and older and in the case of dual ownership, at least one of the owners must be 60 years or older;
• Pensioners must own the property and personally occupy the property; and
• The property value as stated in the 2018 General Valuation Roll must not exceed R2 500 000.
