The City of Johannesburg will on the 21 & 28 July 2012 conduct Ward Committee re-elections in the 31 wards within its area of jurisdiction in accordance to the provisions of the Local Government: Municipal Structures Act, No.117 of 1998,.
The Ward Committee System is part of the institutionalization and deepening of democracy at the ward level to ensure citizen participation in matters which concerns planning, development and implementation of the development agenda of the municipality.
Ward committee elections were held on 14 April 2012. However, there were some challenges experienced in some wards. These include delays in certain voting stations caused mainly by the late delivery of ballot papers, and candidates who did not comply with the requirements. Affected wards were in regions A, B, C, D1, F and G.
The dates for re-elections in these wards have been confirmed. In total 31 wards will hold re-elections as no credible results were received. Re-elections in Region G will take place in wards 1, 2, 3, 4, 5, 6, 7, 8, 9, 17, 18, 119, 120, 121 and 122 with the opening of 41 voting stations on Saturday, 21 July 2012 from 09h00 to 17h00.
On 28 July 2012, re-elections will take place in Region A (ward 79), Region B (ward 68), Region C (wards 49 & 128), Region D1 (wards 15, 20, 46, 51, 52 & 53) and Region F (wards 58, 59, 61 & 67) with the opening of 24 voting stations from 09h00 to 17h00.
Johannesburg was the first municipality to employ processes similar to those of the Independent Electoral Commission (IEC) in ward committee elections.
The system, which upholds many of the IEC principles of free and fair elections, was adopted by the City of Johannesburg in December 2011. It allows people an equal opportunity to nominate themselves or propose other candidates to be nominated.
This election process, which is coordinated by the Office of the Speaker in the Johannesburg Council, will be overseen and monitored by the Independent Electoral Commission.
Communities are encouraged to participate in great numbers during the upcoming re- elections in their respective Wards.
