The City of Joburg’s Department of Development Planning said it has “noted with great concern” issues that have been raised by some residents and other stakeholders regarding the prevalence of illegal land use and illegal buildings in the city.
It is for this reason that a resolution was made by management at the start of the 2018/2019 financial year to conduct continuous engagements with members of the public on work conducted by Development Planning, including law enforcement related matters.
The contravention of City By-laws, particularly in the built environment, contribute to the significant dereliction of buildings and the general deterioration seen across Johannesburg over the years.
Member of the Mayoral Committee (MMC) for Development Planning, Cllr Reuben Masango, emphasised the importance of compliance to building regulations and other City By-laws, and added that the Department was working around the clock to bring contraveners of building and land-use regulations to book.

“The need for compliance is high up on the Department’s list of priorities, as it ensures the safety of people who immediately occupy these buildings, which cannot be ignored under any circumstances,” he said.
The Department has delegated a team of officials from the Land Use Development Management and Building Development Management Directorates to conduct interviews with the media and engage residents on issues relating to law enforcement.
