​​​​​The Johannesburg Development Agency (JDA), on behalf of the City of Johannesburg's Transport Department, has launched the development of a Universal Design Access Plan aimed at ensuring inclusive, accessible, and equitable public transport systems across the city.


The project runs until June 2026. The plan will involve detailed audits and surveys across key public transport systems, including Rea Vaya Bus Rapid Transit (BRT), Metrobus, and Putco operations. These reviews will assess the accessibility of bus stations, stops, vehicles, customer care services, signage, digital platforms, and overall transport infrastructure.

“The UDAP is about human dignity and equal opportunity. Accessible public transport empowers individuals—regardless of age, disability, or economic status—to move through the city with independence and ease," says JDA CEO Themba Mathibe.

The plan will examine accessibility throughout the entire travel chain, from trip planning and fare systems to arrival at final destinations. It will cover infrastructure, operations, customer experience, signage, and communication tools.

Importantly, the UDAP will align with the South African Constitution and national transport legislation, while also responding to the on-the-ground realities of Johannesburg's traffic systems and commuter needs. One of the key deliverables is a risk register that identifies existing barriers to universal access and suggests actionable solutions.

Access audits will be conducted at Rea Vaya stations (Phases 1A, 1B and 1C), as well as Metrobus and Putco facilities. These will help determine the status of universal access across the network. This initiative underscores the JDA's commitment to building a City of Johannesburg that works for all, recognising that universal design is not a luxury or add-on—but a fundamental human right.
