As we celebrate Women's Month, we are shining the spotlight on the remarkable women who make a difference across the City of Johannesburg (CoJ). One of those women is Rowena Sibongile Makgalemele, a dedicated risk manager in the City. Over the past 15 years, she has managed the City's risk portfolio, advocating tirelessly for the welfare of employees and the broader community. Her unit plays a crucial role in ensuring organisational resilience by forecasting potential threats, providing comprehensive insurance coverage, and safeguarding resources.
“Risk management is about preventing potential consequences," she asserts, emphasising her determination to uphold operational stability. A key initiative under her guidance is the Group Personal Accident (GPA) cover that ensures the well-being of all employees, including permanent staff, contract workers, and volunteers. This coverage is designed to offer substantial benefits in the unfortunate event of permanent disability or death resulting from an accident or incident, providing security to employees and their families.
Effective from July 1, 2025, the GPA cover includes a death minimum benefit of R300 000 with the maximum payout corresponding to the annual earnings of the deceased, ensuring that financial stability is maintained even in the face of tragedy. Additionally, there is a funeral benefit of R10 000 helping to alleviate the financial burden on families during an incredibly difficult time. Makgalemele oversees this comprehensive insurance portfolio, which reflects her commitment to safeguarding the interests of employees as they navigate the challenges of their work environment.
Despite navigating outdated systems and bureaucratic obstacles, Makgalemele remains steadfast in her mission, embodying integrity and honesty as she strives to create a positive impact. Makgalemele's journey to becoming an esteemed risk manager is rooted in her early life in Rockville, Soweto. The loss of her mother at a young age shaped her spirit, forging a strong foundation of faith and empathy through the guidance of her grandmother and aunts. “Indolence and idleness were qualities not tolerated in my family," she reflects, a belief that has fueled her work ethic and resilience in the face of challenges.
Education has always been a pivotal aspect of Rowena's life. In 2023, she proudly earned her BA degree in Psychology from Wits University, further complemented by extensive qualifications in insurance and risk services from Milpark Business School. Her belief in lifelong learning is evident as she pursues a certificate in Bible studies, aiming to integrate her educational insights with her work to support those dealing with loss and trauma. “Remaining teachable is a quality I hold in high regard," she shares, inspiring those around her to pursue continuous growth.
Balancing her demanding role with personal life is no easy feat, yet Makgalemele excels in the art of compartmentalisation. Describing herself as an "introverted extrovert," she navigates the stresses of her profession. Her love for travel and cultural exploration enriches her understanding of her diverse community, reminding her of the beauty and resilience found within it.
As a devoted Christian, Makgalemele finds joy and spiritual enrichment in gospel music concerts and Bible seminars. Her journey reflects a commitment not just to her career but to her community, family, and personal growth.
