​The City of Johannesburg is creating opportunities for employees to enhance their skills through funded overseas short training programmes. The initiative supports employee development while strengthening the City's capacity to improve service delivery. Tomas Sindane, Deputy Director: Resource Mobilisation, Economic Development, says the aim is to ensure that training contributes meaningfully to the City's continuous improvement and development.

“Our goal is to ensure that the training reflects the city's commitment to continuous improvement and development."

Candidates are assessed on their technical abilities and soft skills, with training aligned to the Departmental Workplace Skills Plan and skills gaps identified in their Personal Development Plans. Applicants must also demonstrate strong performance, with a score above three on their performance scorecard.

Successful candidates are subject to an approval process involving their line manager, the Deputy Director of Human Capital Management, Departmental Head and City Manager. Training must demonstrate clear value to the City.
Before departure, a memorandum of agreement is concluded between the relevant City department or municipal entity and the international training institution. This covers responsibilities, objectives and practical requirements, including applications, visas and medical evaluations.

Upon returning, participants must submit Back to Office Reports to the relevant management and human resources structures. Line managers will also conduct post-training reviews to assess how the new knowledge and skills are being applied.

Training outcomes will be captured in the department's quarterly and annual training reports, ensuring that knowledge gained overseas is shared and contributes to improved service delivery and operational efficiency across the City Group.

As Sindane concludes: “Empowering our workforce through targeted training is fundamental to achieving our vision for a better City of Johannesburg."
