City extends over R300m rates relief to pensioners

The City of Johannesburg has confirmed that pensioner homeowners who currently receive property rates rebates do not need to re-apply during the 2026/27 financial year. Existing approved rebates will automatically continue until 30 June 2027, subject to the applicable terms and conditions. The extension applies to beneficiaries approved under the current General Valuation Roll (GVR2023).

During 2025/26, the City granted pensioner property rates rebates to 38 308 elderly homeowners, providing more than R329.8 million in rates relief.

“The City has removed the administrative burden on senior citizens who are already receiving pensioner property rates rebates. Existing approved beneficiaries do not need to re-apply this year," said Kgamanyane Maphologela, Director: Communications and Stakeholder Management in Group Finance.

New applicants must still apply. This includes homeowners who have recently turned 60 and meet the qualifying requirements. Application forms are available by emailing ratescomments@joburg.org.za, visiting a City Customer Service Centre or downloading the forms from the City's website.

Applicants must meet the requirements of the City's Rates Policy. Municipal accounts must not be in arrears, unless an approved payment arrangement is in place or a formal dispute has been lodged.

For pensioners aged 60–69, the market value threshold is R1.5 million. Qualifying applicants earning below R13 519 gross per month may receive a 100% rebate, while those earning between R13 519 and R23 172 may qualify for a 50% rebate.

Pensioners aged 70 and older qualify for a 100% rebate, irrespective of income, up to the applicable R2 million market value threshold, subject to the qualifying conditions.

The rebate applies to one property only where an applicant owns more than one property.
