About the State of the City Address (SOCA)

The Speaker of Council, Councillor Margaret Arnolds, convenes the 49th and 50th Extraordinary Council Meetings of the City of Johannesburg, during which the 2026 State of the City Address is delivered.

The SOCA is an annual keynote address delivered by the Executive Mayor, reflecting on the City’s performance and setting out key priorities for service delivery, infrastructure development, economic recovery, and inclusive growth.

The Executive Mayor will deliver the address at the Cathedral Church of Saint Mary the Virgin, Anglican Diocese of Johannesburg, located at 41 De Villiers Street, Johannesburg CBD, today at 14:00.

​State of the City Debate & 50th Extraordinary Council M​eeting

The programme continues on 21 May 2026 at the Constance Conny Bapela Council Chamber in Braamfontein.


Council will deliberate on matters arising from the Executive Mayor’s address.
