​For residents who have applied for an RDP/ Breaking New Ground (BNG) house or housing subsidy, registration is the beginning of a process that includes verification, processing and approval before a housing opportunity can be allocated. Once applicants submit the required identification and supporting documents, their details are captured on the National Housing Needs Register (NHNR). The register records housing needs and helps identify prospective beneficiaries.

When a housing opportunity becomes available, potential beneficiaries are identified from the relevant housing databases and contacted to complete a housing subsidy application and provide the required supporting documents.

City of Johannesburg Human Settlements' Deputy Director of Allocations Thabo Tofile said applicants undergo a verification process to ensure that those who qualify are matched with available housing projects.

Applicants are verified against the Housing Subsidy System (HSS), checked for eligibility and matched to available projects. This prevents duplication and ensures that only qualifying residents are allocated houses. The process also includes fraud checks to protect the system from abuse."

The completed application is then submitted to the Gauteng Department of Human Settlements for processing, which takes approximately four to six weeks. The Housing Subsidy System then generates an approval or rejection.

Approved beneficiaries proceed through the required allocation approval structures. Once all necessary approvals have been obtained, allocation notices are issued and the process moves towards allocation or relocation to the housing unit.

Residents should therefore note that registration does not mean immediate allocation. It is the first step in the housing journey, with allocation taking place only after the required verification, processing and approval stages have been completed.
