​​The City of Johannesburg Council has approved the creation of a new position — an Executive Deputy Mayor. The decision was taken during Council's Ordinary Meeting on 29 January 2026. Councillors debated the proposal and then voted on it.

How councillors voted:

  • 107 voted in favour
  • 87 voted against
  • 37 abstained

 
Because the majority supported the proposal, the position has now been officially approved.

Why this happened

The process follows national law under the Local Government: Municipal Structures Act. The City received guidance from the Gauteng MEC for Cooperative Governance and Traditional Affairs Lebogang Maile on the legal steps required to create the position. Council has now completed the required step of approving the role.

What happens next

Council will move to the next stage — electing a person to fill the Executive Deputy Mayor position. This election must follow legal procedures and Council rules.

The new role is part of the City's executive leadership structure. Once filled, the Executive Deputy Mayor will support the Mayor in carrying out responsibilities and overseeing the work of the City.

The approval confirms that the City followed the proper legal process to establish the position.
