​The Department of Human Settlements in the City of Johannesburg handed over 1,083 title deeds this week, granting legal ownership to beneficiaries who have long called these houses home—but never truly owned them.

The ceremony was a celebration of security and dignity, and it was attended by the Executive Mayor, Cllr Dada Morero, and the Member of the Mayoral Committee for Human Settlements, Cllr Mlungisi Mabaso.

“This is the final piece of the puzzle," said Mayor Morero. “These families have had houses, but today they receive the security of ownership. It breaks the cycle of uncertainty."

For decades, beneficiaries lived in homes they maintained, raised children in, and invested in—yet without title deeds, their tenure remained fragile. The deed changes everything. It provides the legal foundation to build generational wealth, access financial opportunities, and pass on an inheritance. More than that, it offers peace of mind that a family's future cannot be questioned.

MMC Mabaso described the initiative as restoring dignity. “Owning a home means you are no longer a beneficiary of a structure. You are a property owner. You have power. You have roots."

For Philisiwe Mdumane, clutching her title deed, the feeling was simple. “Now it is truly mine. My children have a home that no one can ever take away."

The event marks a critical step in the department's commitment to securing tenure for all qualifying families—turning houses into homes, and beneficiaries into owners.
