Public Access to Information Act, 2000 (PAIA)
PAIA was amended by section 110 of POPIA, in terms of which the Information Regulator (IR) has taken over the PAIA functions, effective from 30 June 2021
PAIA promotes transparency, accountability and effective governance of all public and private
bodies, by empowering and educating everyone to understand their rights in terms of PAIA so
that they can exercise their right in relation to public and private bodies,
Objectives of PAIA are –
• to give effect to the constitutional right of access to any information held by the State and
held by another person and that is required for the exercise of protection of any rights
• to ensure that the state takes part in promoting a human rights culture and social justice
for people,
• to give effect to the right of access to information, subject to justifiable limitations, and in a
way which helps balance all the other rights contained in the Constitution.
Governance of PAIA is performed by the DATA Governance and Information Management
