The City of Johannesburg is encouraging property owners whose homes are charged a business property-rates tariff to check whether they qualify to apply for the residential tariff under the City's 2026/27 application process. Kgamanyane Maphologela, Director: Communications and Stakeholder Management in the City of Johannesburg's Group Finance Department, urged affected owners to check their municipal accounts and seek guidance from the City on the application process.
“If your property is used as a home but attracts a business property-rates tariff, check your account and ask the City whether you qualify to apply for the residential tariff. Complete the prescribed form, submit the required documents and keep your reference number for follow-up," said Maphologela.

Property zoning, its property-rates category and its actual use are separate considerations. A property may be zoned for business purposes but occupied as a home. Applying for a residential rates tariff does not change the property's zoning or authorise an otherwise unauthorised land use.
How to apply:
- Check the tariff on your municipal account and obtain the prescribed 2026/27 application form.
- Submit the completed form and supporting documents at a City Customer Service Centre.
- Provide the required certified identification documents and, where applicable, a power of attorney.
- Obtain and retain your application reference number.
The City may inspect the property as part of its assessment.
