​The Licensing Directorate acts as an agent for the Provincial Department of Roads and Transport.  All of the Directorate's functions and operations are regulated in terms of the National Road Traffic Act 93 of 1996, and include:

  • Registration and Licensing of Motor Vehicles
  • Duplicate Registration Certificates/ Deregistration of motor vehicles
  • Application for Vehicle Permits
  • Renewal of Drivers` Licences
  • Application for Professional Driving Permits
  • Application and Issue of Learners` and Drivers` Licences
  • Application for and Issue of Roadworthy certificates
  • Weighing of Vehicles​

  • 07:30 – 15:00
  • Saturday: 08h00 am – 12h00 pm (some centres) and closed on public holidays

Motor Vehicle Registering Authority (“MVRA")

1.     SERVICES

  • Renewal of motor vehicle licenses

2.     REQUIRED DOCUMENTS AND FEES:

1.     Proof of Address includes inter alia

 

  • NCP form
  • Any utility bill (water & Lights account), Cell phone statement, bank account statement etc. not older than 3 months.
  • If utility bill is not in the name of the applicant, sworn affidavit by the owner of the property declaring that Applicant is residing at address will be required.
  • Lease agreement will accepted under a very exceptional circumstances.
  • If residing in an informal settlement, letter from the Ward councillor stamped and signed by the councillor will be accepted.

2.     Acceptable identification:

 

  • Original RSA Id / Smart RSA card / Valid Driver's License/RSA Passport driver/Foreigners must produce a valid Traffic Register Number Certificate and a valid Passport.

 

3.     For motor vehicle registration (NEW):

  • RLV Form
  • Manufacturer certificate document
  • Acceptable identification

           

4.     Motor vehicle registration (Used):

  • RLV form
  • Registration Certificate (RC1)
  • NCO form fully completed and signed by both buyer and seller in case where notification of sale is not effected by the seller.
  • Acceptable identification

 

5.     Deregistration of motor vehicle (only by the Titleholder of the vehicle in person):

  • DRC form
  • RSA ID and Driver's licence card
  • Registration certificate
  • Acceptable Identification
  • SAP 21 if stolen or
  • Affidavit and/or pictures and/ or Assessor' report in case of accident damaged or uneconomical to repair.

 

 

6.     Permits: Special Permit (3 days)

                    Temporary permit (21 days)

7.     Roadworthy Certificate

  • Acceptable ID  

     

8.     Notification of change of Ownership:       

  • NCO form (signed by both buyer and seller)
  • Applicant must be a titleholder of the Vehicle (must be a resident in the City of Joburg)

  • Notice to be given within 21 days after the sale as contemplated in the ACT

1. NB: Not limited to the above only, other requirements might still be required depending on various circumstances.


All above listed transactions must comply with Regulation 32A of NRTA 93/96 enforced as effective from 01 November 2015, stating that “anyone who wishes to transact with the licensing authority will be compelled to verify their particulars on eNaTIS including the proof of Address."

No motor vehicle will be registered if license has expired.

Important Notice:

  • R114 Statement will only be issued to legitimate owners and acceptable ID will be required.  Where necessary, letter of authorisation by the owner will be required.
  • Members of Public are advised not to accept any form of assistance outside our licensing buildings.
  • For security and as a legislative requirement, no information regarding motor vehicle owners/status will be given out to unauthorised persons.

3.      ENQUIRIES OF OUTSTANDING FINES

Enquiries on outstanding Infringement Notices or By-Laws should be done only when a member of the public has produced the green bar coded Identity Document, Smart Card or Valid driver's license.

Companies should bring a letter head whenever they do enquiries on outstanding Infringements and the green bar coded Identity Document, Smart Card or driver's license of the person doing enquiries.

4.     LICENSE DISK RENEWAL:

If a reminder was not received by the member of the public, an application for licensing of motor vehicle form will be issued. It must be completed and a certified copy of the green bar coded Identity Document, Certified copy of the Smart Card or a certified copy of a Valid driver's license must be attached to the application form.

WARNING:

PLEASE AVOID TOUTERS TO PREVENT POSSIBLE FRAUD, CORRUPTION, PICKPOCKETING, THEFT, NON SABS APPROVED NUMBER PLATE, MONEY LOSS. 

TOUTERS CAN LEAD TO ILLEGALTRANSACTIONS AS WELL AS HARASSMENT. 

DO NOT PAY MONEY TO ANY PERSON FOR ANY LICENSING OR OTHER TRANSACTIONS EXCEPT TO A PUBLIC SAFETY CASHIER AND ENSURE THAY YOU RECEIVE A VALID RECEIPT FOR THE AMOUNT PAID, REFLECTING THE CORRECT METHOD OF PAYMENT AND THE CORRECT CHANGE BEFORE LEAVING THE COUNTER.
