​​About Community Development​​​​​
​Community development - referred to as 'the heart of the city' - is one of the largest departments in the City. It is responsible for overseeing the well-being of all of Joburg's inhabitants, catering for the physical, emotional, mental and artistic and cultural needs of its people.

​The department's vision is: "A city where community development, personal growth and social mobility are enhanced so that the challenges of poverty and vulnerability, inequality and social exclusion are fundamentally addressed."

The department's responsibilities include maintaining and upgrading the City's sports, recreation, libraries and other community facilities 

Departmental structure:
  • arts, culture and heritage
  • sport and recreation
  • library and information services
  • capital projects  
Three other City-owned companies also fall under this development:
  • the Johannesburg Theatre complex;
  • the Roodepoort Theatre; and
  • the Soweto Theatre. ​
