In an effort to curb the spread of the coronavirus, the City of Johannesburg's Department of Health and Social Development's special projects unit has established an online registration form for new applicants as well as those re-registering for the Expanded Social Package.

The online platform has been effective since 1 September 2020.
​The package is designed to provide relief and support for vulnerable groups such as the elderly, people with disabilities, unemployed, women, youth and children.  

Affected residents can now apply to access the Expanded Social Package (ESP) rebates from the comfort of their homes by logging onto the City's website and following the guidelines to register. The flexibility of online registrations will reduce travelling time and costs. 

Prospective beneficiaries should be South African citizens, reside within the boundaries of the City of Johannesburg and earn no more than R6 086.37 per month.

Documentation required registration include:

• Proof of Income, SASSA card, all bank statements (for last 3 months or sworn affidavit confirming that you do not have a bank account)
• Letter of termination from employer or a letter from the employer for reduced hours for working age adults who are no longer employed due to Covid-19
• Proof of residence or City of Johannesburg Rates and Taxes account number
• Identity Document
• City of Johannesburg Rates and Taxes Account
• City Power Pre-Paid Meter Account Number
• Eskom Pre-Paid Electricity Account Number, Conventional Account Number
• Joburg Water Account/Pre-Paid Account Number (Interface Tag Unit (ITU) number on the receipt

Qualifying residents may benefit from certain rebates, including subsidies on property rates, refuse, sewer, water and electricity services as well as rebates on water and electricity services for non-property owners or non-account holders.

Pensioners - those aged 60 and above - whose property value does not exceed R2.5 million qualify for rebates on their rates, sewer and refuse of between 70 and 100%, with the account expected to be in the name of the applicant.

The City of Johannesburg calls on residents to register or re-register on or before the 15^th of the month to receive these benefits in the next month. Failure to do so means benefits will only reflect in the subsequent month.
