The City of Johannesburg has today approved a new Priority Economic Zone (PEZ) Framework, a significant milestone on our path to achieving the multi-party government’s goal of a minimum of 5% economic growth by 2021.
The primary objective of the Framework, which gives effect to the City’s Economic Growth Strategy, is to identify priority economic areas and sectors and define a set of interventions that will promote their growth and development.
The Framework serves to inform the economic development efforts of the City makes recommendations with respect to the provision and planning of new infrastructure and indicates areas of concern, focus, maintenance, renewal and upgrading.
In doing so, the Framework seeks to stimulate economic growth, create jobs, promote spatial transformation, and enhance City competitiveness.
Following an extensive analysis of the economic sectors and spatial dynamics of Johannesburg, the City has identified the following PEZ’s as part of the Framework:
• Region A: Lanseria & surrounds, Kya Sands and Ivory Park
• Region B: Randburg and Industria West
• Region C: Roodepoort and Florida
• Region D: Klipspruit, and Aeroton and Soweto Empowerment Zone
• Region E: Wynberg / Marlboro South
• Region F: Johannesburg Central, City Deep & Steeledale, Aeroton & Soweto Empowerment Zone
• Region G: Lenasia West and Anchorville
These areas are considered to hold the greatest potential for leveraging existing infrastructure (including infrastructure and public transport networks, City owned land, existing industrial nodes and priority areas in terms of the Spatial Development Framework) and sectoral growth activity for maximum economic impact and spatial transformation.
The spatial targeting of economic interventions, especially in lagging regions and localities, is increasingly being recognised as a key driver of development internationally. This has led to a growing practice where spatial transformation is increasingly viewed as a priority alongside economic development.
The PEZ Framework forms part of a comprehensive set of interventions adopted by the multi-party government, including the Inner City Revitalisation Programme and Inclusionary Housing Framework, that together seek to promote economic development and job creation while also building an inclusive society that provides meaningful redress through pro-poor development.
In doing so the multi-party government aims to create a more liveable and sustainable City-environment that better responds to the needs of residents and other stakeholders.
