​The City of Johannesburg calls on ratepayers in financial distress to approach the City for alternative payment arrangements to avoid penalties when the municipality resumes full credit control measures on outstanding municipal accounts from Monday, 24 August 2020.

The call follows the relaxation of the Covid-19 National Lockdown regulations that allows municipalities to resume full credit control measures on outstanding municipal accounts to boost revenue collection for the sustainability of service delivery.

In recent weeks, the City announced a budget that reduced proposed tariffs for various services that included water, electricity, waste, and property rates. The City furthermore increased the rebates net to cushion more elderly ratepayers during the lockdown. The most recent relief included placing back up to R400 million into the pockets of property owners by giving a three-month rates rebate on the first R600 000 value of a property during the levels 5 and 4 of the lockdown period.

The City has also extended the Expanded Social Package (ESP) benefits period for existing beneficiaries to reduce the number of residents needing to visit our customer centres to renew their benefit period during the lockdown.

The relaxation of the lockdown regulations also calls on municipalities to resume revenue collection efforts that include credit control measures to ensure service delivery to citizens continues. Ratepayers who are unable to pay their municipal accounts are encouraged to come forward and make use of credit control assistance offered by the municipality to avoid municipal services being cut-off and further penalties.

Some of the credit control assistance offered to ratepayers who have been hit-hard by the lockdown, and continue to battle paying their municipal bills, include payment arrangement plans that will enable them to make a minimum payment amount in a form of instalments over a longer period of time. 

Since the beginning of the lockdown, the City has been affording ratepayers relaxed payment terms to assist customers in financial distress to settle their debt in full or pay their outstanding debt over a longer period. The following are some of the terms available to all ratepayers:

  • ​The City will waiver 100% of interest previously charged should the customer choose to settle their account in full.
  • ​The City will offer a reduced payment requirement when entering a payment arrangement with only 10% required. Customers will also not be subjected to affordability checks.  This offer is valid until 30 September 2020.

Ratepayers who need to enter into a payment arrangement may send their requests to or visit their nearest Customer Service Centre across the City's regions.

The City appeals to municipal account holders not to ignore pre-termination notices issued because of overdue accounts, but to rather take advantage of the credit control assistance being offered to avoid being cut off municipal services.

The municipal services cut-off will resume within a credit control legal framework that includes the issuing of a pre-termination notice that will be followed up with a disconnection notice and subsequently a cut-off for outstanding accounts without payment arrangements.

All ratepayers in arrears are therefore requested to contact the City immediately should they have already received such notices to avoid being cut-off and further penalties.
