The MMC for Development Planning, Cllr Belinda Echeozonjoku, urges accredited architectural professionals to continue to register on the City’s building plan application online platform, as the Department migrates to a digital platform.
The Construction Permit Management System (CPMS), which is currently being piloted, is the City of Joburg’s latest digital solution, specifically designed to optimise its construction permitting processes. It seeks to enhance the operational efficiency and good governance of Development Planning, and aligns with Joburg’s Smart City programme.
In December 2021, a statement was released indicating that as of 10 January 2022, the Department would fully migrate to the digital platform and do away with paper-based manual submissions for building plan applications.
Cllr Echeozonjoku said Development Planning was working with the City’s Information and Communications Technology department to resolve outstanding technical and security issues.
“As with every new system, we are experiencing a few challenges that are currently being addressed. We sincerely apologise to our stakeholders and residents for the inconvenience,” she added.
The CPMS system seeks to promote the use of skilled technical professionals. Qualified architectural professionals who are registered with the South African Council for the Architectural Profession (SACAP) are the primary users of the system.
This, explained Cllr Echeozonjoku, means that all building plans submitted through the platform have the architectural professionals’ registration number on the plans and all other relevant documents.
“The system automatically aligns to SACAP's database to confirm that the architectural professional is in good standing. Unaccredited individuals who have attempted to submit building plans through the system have been disappointed, as the system automatically rejects their applications,” said Cllr Echeozonjoku.
Department officials have, since the start of the pilot in October 2021, been assisting architectural professions to register on the portal and will continue to do so.
