The City of Johannesburg is pleased to have concluded an engaging two-day workshop to strategise and discuss reforms on the Construction Permit Management System (CPMS). 


The fruitful engagement included representatives from the World Bank Group; the South African Council for the Architectural Profession (SACAP); the National Regulator for Compulsory Competition; the Department of Trade, Industry and Competition. The stakeholders made presentations highlighting their concerns as well solutions going forward.


Some of the key features of the discussion include:
Setting up ongoing engagements between the Development Planning Department and key stakeholders.
Development Planning Department working closely with professionals in the industry to assist them to work through issues around the CMPS.
Finding an integrated approach involving all stakeholders to optimise the functioning of the CPMS.
Implementing a change management plan that includes re-assigning staff whose functions may have changed.


The reform plan agreed on to take the system forward included benefit realisation, change management, digitisation and governance. 


The Member of the Mayoral Committee for Development Planning, Cllr Belinda Echeozonjoku, stated that while the City acknowledged some of the challenges experienced by users of the CPMS, it remains confident that the glitches will be iron out of the system.


The CPMS was officially piloted in January 2022 to migrate the submission and approval of building plans from paper-based manual submissions to digital.


Architectural professionals are the primary users of the system and are required to submit all building plans using their professional credentials, which automatically align to South African Council for the Architectural Profession’s (SACAP) database to confirm that they are in good standing. 


Cllr Echeozonjoku said the use of a digital platform remained the quickest way for building plans approval. It was also in line with the golden pillars of the multi-party government, which is the ease of doing business with the City of Johannesburg and being a ‘smart city’.
