The City of Johannesburg urges all architectural professionals to continue to register to use the municipality’s online site development and building application platform.
The Construction Permit Management System (CPMS) was officially piloted in January 2022. It seeks to migrate the submission and approval of building plans from paper-based, manual submissions to digital. To date, 984 professionals have successfully registered their profiles on the CPMS and 1 691 building applications have been submitted and processed.
The MMC for Development Planning, Cllr Belinda Echeozonjoku, has acknowledged that users have experienced a few challenges since the system went live but said the City is implementing strategies to correct the remaining technical glitches as well as improve the turnaround times.
“The department has set up a task team to look at the current problems and delays with the system and implement solutions. I will be receiving weekly reports from the task team on progress. We will continue to engage our stakeholders to find solutions together,” said Cllr Echeozonjoku.
Architectural professionals are the primary users of the system and are required to submit all building plans using their professional credentials, which automatically align to South African Council for the Architectural Profession’s (SACAP) database to confirm that they are in good standing.
Cllr Echeozonjoku reiterated the City’s Mayoral priorities of being a ‘smart city’ and a city that truly focuses on being business friendly, adding that this digital migration process will also include the digitization of the building plan archives in the department.
