In light of recent media inquiries concerning allegations made against the MMC for Economic Development, MMC Nomoya Mnisi, the MMC Finance in the City of Johannesburg, MMC Dada Morero, instructed the Governance department to initiate an internal investigation into the matter. As custodians of governance in the City, this investigation underscores our unwavering commitment to transparency, accountability, and adherence to the highest standards of good governance.
The allegations centre around claims by a City official that he was "instructed to fund the recent ANC Youth League conference" through one of the City’s entities. MMC Mnisi has categorically denied these allegations. Their public nature and widespread coverage necessitate a serious and thorough examination.
The City prides itself on maintaining a clean, accountable administration that upholds all governance principles. Therefore, a diligent investigation into these matters is essential to ensure that the rights of all parties, including the City, are protected.
In respecting the "audi alteram partem" rule (hearing both sides of the story), the City recognises the constitutional right of every individual to be presumed innocent until proven otherwise. Current media coverage has portrayed one perspective, potentially prejudicing reputations without a comprehensive understanding of the facts.
Our internal investigation aims to safeguard the rights of all involved parties and to dissipate any shadow that may linger over the City while the alleged reported case to SAPS is being examined or investigated.
MMC Mnisi, a strong advocate for youth development and economic development within the City, deserves a fair and balanced examination of her side of the story, alongside all other relevant viewpoints. The City official who reported or made the allegations would be afforded the same fair and balanced examination of his side of the story.
This investigation will be entrusted to a team of experts who will conduct a fair, impartial, and exhaustive inquiry aimed at uncovering the full truth pertaining to the allegations. Their findings will guide any subsequent actions necessary to preserve the City's core values and principles.
As this process unfolds, we encourage the public and media to reserve judgment until the investigation concludes. The City of Johannesburg remains committed to the principles of trust and integrity that guide our mission, and we will continue to uphold these values in all our endeavours.
